Ballots are sent out to every high school head coach in the state, and to all 90 or so of the voting members of the West Virginia Sports Writers Association.
Coaches are asked to rank the top 6 players on their team. Some list more, many list less than that because they're being honest in suggesting that there's not six players on their team that deserve All-State mention.
Writers are asked to rank the top 6 players they've seen all year, regardless of class.
Both coaches and writers are given a ballot in which they can vote for a QB, three RBs, five OLs, two WRs, a K, a P, four DL, four LB and three DBs. They are instructed that they can vote for (for instance) five QBs if they want, but not to vote for a larger number of players than there are spaces.
Most stick to the layout as it is, although a defensive back might get added at the expense of a D-lineman, or so forth.
There are spaces for all three classes, so it's really three ballots in one, for both writers and coaches.
The ballots are sent to the chairman, who counts up everything, breaks down the number of votes by position, total votes, where a coach ranked his players, etc.
That information is printed out on a series of sheets for each class, and copies are given to each member of the selection committee for discussion at the all-state meeting, which is held Friday morning the weekend of the Super Six, in Wheeling.
Here, I should tell you that a representative, and only one rep, from each of the WVSWA's 10 voting regions has a vote in the meeting. Those regions are: Wheeling, Parkersburg, Morgantown, Clarksburg, Martinsburg, Charleston, Huntington, Beckley, Bluefield and Williamson/Southern Coalfields.
At the meeting, which this year lasted eight hours, we sort out the votes and place players in the slots that fill out the teams. We each come to the meeting equipped with stats from our area players and teams so we can compare and contrast as best as possible while we debate.
This year, neither Bluefield, Williamson nor Beckley sent a representative to the meeting, so we did as best as possible with the information made available to us through the ballots coaches send in. Coaches are also asked to send in as much statistical information with their ballots as possible to help with the selection process. About 2/3 of those coaches who vote send in stat info.
This year we had 93 coaches (of 116) return ballots, which is a pretty good rate of return. We had about 40 writers ballots, which does not seem like many, but you have to consider that of those aforementioned 90 writers who are members, not all of them cover high school football.Wintersville class of 79
