This could affect all of Belmont county. Jvs students are still enrolled through their school district. So if 40 kids from martins ferry go there then that could potentially drop them to d6.

Maybe. Bellaire was towards the top of enrollment for d6 so my guess would be the same. Ferry on the other hand has my guess would have at least 25 to 30 kids that go to jvs. Ferry enrollment was 174 before and cutoff was 150 for d5. So if ferry loses 25 kids off enrollment they will drop to d6.

I may be mistaken but I believe that JVS schools are not part of this. This problem came about due to a law that was passed in 2014 that allowed charter school students and online students to participate in extracurricular activities in a school district if the charter school or the student was in that district. A student at a JVS is still a student in a home school. It is almost like he has dual citizenship. He can be disciplined by the home school and has always been able to participate in any activities that the home school student can participate in. A charter school student is not a student in a public school district.

i went to the ohsaa web site and for ferry there are less then 10 students that qualify for this so they will lose 5 students on the website it has all the schools listed and the number of students that fall into this category . stc also falls into the same category as ferry as having less then 10 students so they will lose 5 students also.

About 20 charter-school students played sports on a Columbus City Schools team last school year, meaning they made up only one-third of 1 percent of the district’s 6,000 or so student athletes.

Now, district coaches and parents are crying foul over a new rule that will count all 4,000 charter students who aren’t attending their assigned Columbus high school in determining what division the schools’ teams compete in starting this school year.

Because urban districts are the ones with charter schools, and those districts also have higher percentages of minorities than other districts in Ohio, the new rule might help to steer more athletic scholarships away from black students, critics say.

That’s because those teams will face stiffer competition because of the division changes, probably knocking one another out of playoff contention before they face teams from suburban schools.

With about 25 angry parents and coaches filling the meeting room on Tuesday night, the Columbus Board of Education and district Superintendent Dan Good discussed filing a lawsuit against the Ohio High School Athletic Association, which is enacting the rule.

One board member even inquired about the state’s “Big 8” urban districts starting their own athletic association and running their own tournaments.

“They’ve stepped across the line, and they’ve gone too far,” said Satch Sullinger, the former Northland High School boys basketball coach whose team won the 2009 Division I state championship.

“This decision here is so egregious toward urban schools,” said board member Michael Cole.

Other members urged the administration to begin building a coalition that might help finance a legal challenge, including joining with other urban districts in the state.

Board legal counsel Larry Braverman said the athletic association is a private entity with the authority to set its own rules, making a lawsuit a “deeply complex question.” But he said his office will review the OHSAA’s decision to determine “what standing the district might have.”

At issue is the basic method used to determine which high-school teams in Ohio play one another in tournaments: the schools’ enrollments.

The OHSAA decision spreads the charter-school population over all of the district’s 16 high schools, adding 121 boys and 134 girls to each Columbus high school’s population and pushing many of the schools into higher divisions. The goal has always been to have like-sized schools compete against one another to promote fairness, said Vincent Clarno, the district’s director of student activities and the person in charge of sports.

Under the new rule, some small-district schools have been bumped into Division I, the category for the largest schools. It means they will compete against teams from some suburbs where one high school can serve an entire district.

The Dispatch reported last month that the new rule moved almost every Columbus City Schools high-school football team up at least one division, and seven moved up two divisions. Almost all boys and girls basketball teams are now in Division I, the largest division.

And it means that Columbus’ Africentric High School, which is smaller than some elementary schools, has an “enrollment” that has more than doubled for sports purposes. That will move Africentric from Division IV to Division II in boys basketball and Division III to Division II in girls basketball. And its football team, which has won just 20 games in its history and struggles each year to field a team, is moving from Division VII to Division IV.

Although charter-school students have a right to play for district teams, the reality is that few do, Clarno said.

The OHSAA decision was made in response to a 2014 change in state law regarding how charter students are eligible for district sports teams, said Erik Roush, the district’s head of policy and governmental affairs.

If these Division 4 numbers hold up, it will be very interesting to see how it affects Big Red, St. Clairsville and Indian Creek. To think that they would all be in the same region as Mooney, Ursuline, and Bishop Hartley ... that is just crazy. Perhaps, St. C. and Bishop Hartley would be in the south region, while the others would go to the north.

Aside from that, I have no idea how the state calculated this. How does Bellaire, for example, lose 5 boys under this? Who did they have in these supposed "community schools?"

Probably involved the kids that are in the MH (multiple handicapped) Program that they run that come from neighboring districts. They are required to take these kids because they have the program. That's my guess.
Bellaire's enrollment numbers have been slightly inflated for years by this.

The bottom line is that when you have charter schools, the kids still have the right to participate in athletics in their home town. in the past, if 2 kids came from charter schools and played on your athletic teams, that was the number they added to your enrollment to use for classification. the OHSAA decided that since all of the Charter school kids were eligible to play for their various high schools, they should add the total to the enrollment, not just the number that participate. hence, each public school in Columbus got 121 kids added to their enrollment for classification purposes. therefore, these schools were often 2 classes higher than they felt they should be. now, because of threatened legal action, the OHSAA has walked back that stance and all the numbers have been adjusted to the old way. they try to keep the number of teams in any given classification the same number so when some teams got "demoted" others had to be "promoted" to even things out. therefore, the quote above about playing Columbus Africentric in order to get extra playoff points, is exactly opposite of the truth. in fact, CA dropped 2 classifications I believe, so when you scheduled them you thought you were getting more points and now that they have been demoted you are getting fewer points. since the charter schools are mostly in large urban areas like Columbus or Cleveland, etc., many of those inner city public schools are going down in classification but it is affecting everyone because again, someone has to move up to take their place. so, for instance, if eight DII schools went down, the top eight (by enrollment) DIII schools had to move up to make up for it. then, once the classifications were corrected, they divided each classification by 4 to get the number of teams in each region so that necessitated "redrawing the region lines" to keep the same number of schools in each region...what a mess just 3 weeks before the season opens up.

BTW, charter schools do not include JVS, they are already in your numbers. nor does it have anything to do with the MH kids. they are counted the same as JVS in that they are in their home district numbers. your numbers in Bellaire are not inflated for all of the MH kids, they are counted in their home district the same as the JVS.

You can see that it is a pretty narrow description which is why you don't see many of these around except in inner city areas where parents cant afford to send their children to private schools but still want an academic experience different from the traditional inner city public schools. the performance bar is set so low by the inner city public school that it is easier for the charter school to outperform them academically by having enrollment standards that allow them to take only good students.
