No they shouldn't. But this what happens when the weather fouls things up. The LKC meet was scheduled for May 8th the whole time. I would not place any of their athletes on any OVAC all-star team. They knowingly and willingly missed the OVAC track meet.

No because they chose the LKC over the OVAC. Let them worry about the LKC and drop them from the OVAC

I'm a little late on this... but I gotta say that that, if I were apart of the OVAC board, I would consider kicking them out, or at the very least, suspending them next year.
Why be in the conference if you're not going to show up as scheduled? There is a lot of organization and preperation, and when an individual, let alone, a team backsout, it really fouls a the whole process up!
